| | Emergency preamble. Whereas, Acts and resolves of the Legislature do | not become effective until 90 days after adjournment unless | enacted as emergencies; and |

| | Whereas, it is necessary to be prepared to assist the citizens | of the State; and |

| | Whereas, it is not possible to predict when the State will | experience a natural disaster or a state of emergency; and |

| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, be it |

| | Sec. 1. Maine Emergency Management Agency directed to develop program to provide | food and other assistance in an emergency. Resolved: That the Department of | Defense, Veterans and Emergency Management, Maine Emergency | Management Agency is directed to work in conjunction with the | Department of Agriculture, Food and Rural Resources and other | food agencies to develop a program that will provide food and | other assistance to citizens of the State for up to 3 months in | the event of a natural disaster or state of emergency as declared | by the Governor; and be it further |

| | Sec. 2. Purchase of food. Resolved: That the Department of Defense, | Veterans and Emergency Management, Maine Emergency Management | Agency is directed to purchase and store, within 30 days of | enactment of this resolve, rice, beans or other food storable for | at least one year sufficient to provide minimal sustenance to the | citizens of the State for up to 3 months in the event of a | natural disaster or state emergency as declared by the Governor; | and be it further |

| | Sec. 3. Rotation of food in storage. Resolved: That the food stored for the | purposes of feeding citizens of the State as described in | sections 1 and 2 may, at the discretion of the Department of | Defense, Veterans and Emergency Management, Maine Emergency | Management Agency, either be replaced with a new supply before | perishable items become unsuitable for consumption or be | liquidated. The items to be replaced or liquidated must be sold | to the citizens of the State; and be it further |

Resolved: That the Department of | Defense, Veterans and Emergency Management, Maine Emergency | Management Agency shall submit legislation during the First | Regular Session of the 119th Legislature to carry out the | purposes of sections 1 and 3; and be it further |
