Resolve, Directing the Department of Health and Human Services To Provide Coverage under the MaineCare Program for Home Life Skills Services for Adults with Intellectual Disabilities or Autistic Disorder

Sec. 1. Coverage for home life skills services under the MaineCare program. Resolved: That the Department of Health and Human Services shall amend its rules on the MaineCare program in Chapter 101, MaineCare Benefits Manual, Chapter II, Section 29, Support Services for Adults with Intellectual Disabilities or Autistic Disorder as follows:

1. Definitions. The department shall amend the definitions in Section 29.02 to define "home life skills services," which means direct services that provide instruction to improve or maintain a MaineCare member's ability to care for the member and to better function in the environment in which the member lives, including but not limited to instruction with regard to preparing meals, cleaning, grooming and personal care, doing laundry, providing plant and pet care and learning coping skills through games and puzzles; and

2. Covered services. The department shall amend the list of covered services in Section 29.05 to include coverage for home life skills services.

Rules adopted pursuant to this section are routine technical rules as defined in the Maine Revised Statutes, Title 5, chapter 375, subchapter 2-A.

This resolve directs the Department of Health and Human Services to amend its rules for the MaineCare program with respect to support services for adults with intellectual disabilities or autistic disorder to provide that the teaching of home life skills is a covered service. The rules are designated as routine technical rules.
