An Act To Amend the Charter of the Portland Water District

Be it enacted by the People of the State of Maine as follows:

Sec. 1. P&SL 1907, c. 433, §11, first ¶,  as repealed and replaced by P&SL 1975, c. 84, is repealed and the following enacted in its place:

Sec. 11. Water rates. All individuals, firms and corporations, whether private, public or municipal, shall pay to the treasurer of the district the rates established by the trustees for the water used by the individuals, firms and corporations. The rates must be uniform for customers of towns that are part of the territory supplied by the district, including customers of the district that reside in the Town of Standish, wherever the installation and maintenance of mains and the cost of service are substantially uniform. This section does not preclude the district from establishing higher rates where for any reason its costs exceed the average, but higher rates must be uniform throughout the part of the district where they apply. The rates must be established to provide revenue for the water system for the following purposes.

SUMMARY

This bill requires the Portland Water District to charge the same rate for the use of water to its customers that reside in the Town of Standish as it charges its customers that reside in towns that are part of the territory supplied by the district and members of the district.
