An Act To Amend the Laws Governing Reciprocity for Concealed Handguns Permits
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 25 MRSA §2003, sub-§18 is enacted to read:
18. Limitations on nonresidents and reciprocity. A permit issued under this section to a nonresident is not valid outside the borders of the State. A reciprocity agreement under section 2001-A, subsection 2, paragraph F may not allow the issuance of a permit to a nonresident under this section to be used as the basis for the issuance of a concealed handguns permit or the permit's equivalent to the nonresident in another jurisdiction.

This bill makes a concealed handguns permit issued to a nonresident invalid outside the borders of the State and prohibits a reciprocity agreement with another state to allow the issuance of a concealed handguns permit to a nonresident by the State to serve as a basis for the issuance of a concealed handguns permit in the other state.
