Fiscal Detail and Notes
Requiring all operators and passengers on a motorcycle to wear a helmet is expected to increase fine revenue by $130,000 annually, resulting in a General Fund revenue increase of $11,280 in fiscal year 2013-14 and $112,800 in fiscal year 2014-15.  This bill also includes a General Fund appropriation of $12,002 in fiscal year 2013-14 and $28,007 in fiscal year 2014-15 for a part-time Assistant Clerk position for the Judicial Department to process the anticipated increase in the number of violations.
