Fiscal Detail and Notes
The bill includes a General Fund appropriation of $56,044 in FY 2013-14 and $59,692 in FY 2014-15 and an Other Special Revenue Funds allocation of $35,973 in FY 2013-14 and $38,219 in FY 2014-15 for one full-time Office Associate II position and one half-time Environmental Specialist III position and other administrative and technology costs associated with the adminstration of a Plastics Recycling Fund program.  Revenue realized by the Department of Environmental Protection (DEP) through collection of 3¢ of a 5¢ surcharge assessed on plastic bags designed for one-time use distributed to a customer at the point of retail sale is estimated at $35,973 in FY 2013-14 and $38,219 in FY 2014-15.  The retailer will retain the other 2¢.
