JOINT RESOLUTION RECOGNIZING JUNE 20, 2025 AS WORLD REFUGEE DAY IN MAINE
WHEREAS,World Refugee Day was launched by the United Nations in 2000 to honor the bravery, strength and determination of refugees around the world who have been forced to flee their home countries under threat of conflict, violence, persecution and natural disaster; and
WHEREAS, more than 100 million people worldwide have been forcibly displaced from their homes due to conflict, persecution, natural disasters and human rights violations; and
WHEREAS, refugees resettle across the welcoming state of Maine in hopes of finding peace and safety for themselves and their families; and
WHEREAS, for over 45 years, refugees from diverse social, cultural, racial, ethnic and religious backgrounds with a variety of skills, abilities and experiences have resettled in Maine and have been woven into the fabric of Maine’s vibrant cultural tapestry; and
WHEREAS, refugee-led organizations in Maine share with the State the work of strengthening communities by engaging with and improving the lives of all Maine people through fair and equitable access to education, health care and employment; and
WHEREAS, refugee-owned and immigrant-owned businesses are important contributors to the economic and social vitality of communities across the State, supporting local economies and employing local people;now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize June 20, 2025 as World Refugee Day in Maine and the positive impact and enduring contributions of refugee communities in the State.

(5-23) Lisa J. Marchese Eames, of Cumberland, on her retirement as Chief of the Criminal Division of the Maine Attorney General's office. Ms. Marchese Eames was hired to work in the Criminal Division after her graduation from law school in 1986. As a member of the Criminal Division, she taught for many years at the Maine Criminal Justice Academy and handled extradition cases for several Governors. She prosecuted all types of criminal cases from OUI to welfare fraud to sexual assault to murder. For several years, she served as the State's first Statewide Drug Coordinator for drug prosecution matters. In 1997, she became one of four statewide homicide prosecutors in the State. In that capacity, she handled over 100 cases involving murder or manslaughter charges. A substantial number of those cases were complicated jury trials involving technical forensic evidence such as DNA, ballistics, fingerprints, pathology and state of mind. Ms. Marchese Eames chaired the Domestic Violence Homicide Review panel, which examines all domestic violence related homicides in search of ways to reduce the number of people who die as a result of domestic abuse. She also served on the Attorney General's Human Trafficking working group and as the Attorney General's designee on the Rules of Evidence Advisory Committee. In 2001, The Maine Child Abuse Action Network awarded Ms. Marchese Eames the Professional of the Year Award. In 2010, she was awarded the prestigious Caroline Duby Glassman Award by the Women's Law Section of the Maine State Bar Association. In 2014, she was promoted to Deputy Attorney General, Chief of the Criminal Division, the first woman to hold that position. A graduate of the University of Maine, she was appointed by two Governors to the University of Maine System Board of Trustees, serving as Vice-Chair, and in 2018 she received the Maryann Hartman Award, which recognizes outstanding women with strong ties to the State. We extend to Ms. Marchese Eames our appreciation for her long service to the people of Maine and offer her our best wishes;

(5-24) Rotary Club of Brunswick, which is celebrating its 100th Anniversary. One hundred years ago, on May 19, 1925, the Rotary Club of Brunswick, Number 2056 of Rotary International, was established and granted its charter. As Rotarians, the members were then and will always be committed to service above self, to building community and to engaging in thoughtful dialogue about the issues that shape our world. To provide service to the community, their yearly events and projects include co-sponsoring the Brunswick Bike Rodeo and Family Safety Day, which includes giving free bike helmets to all in need, flags on veterans' graves for Memorial Day, Games on the Mall every 4th of July, higher education scholarships for local students and much more. Rotary's motto of "Service Above Self" has been followed by Rotary Club of Brunswick for the last 100 years. Going forward, the plan will be to continue service to the Brunswick area for at least the next 100 years, improving the community for all. We extend our congratulations and best wishes;

In Memory of: (5-27) Shannon Haley, of Portland. Ms. Haley had an extensive career in public service and safety, working with the Town of Windham and Buxton Fire & Rescue before joining the Scarborough Fire Department, where she was promoted to Lieutenant. She was also a skilled paramedic and registered nurse. In addition to frontline work, she trained emergency services professionals at Southern Maine Community College. Ms. Haley had a dedication to mentorship and education and was widely respected for her courage, compassion and unwavering commitment to serving others. She will be long remembered and sadly missed by her family, friends and community;

(5-28) Felix Young, of Kittery Point. Mr. Young was a veteran of the United States Marine Corps. After his 21 years of service with the Marine Corps, he worked in the Inside Machine Shop at the Portsmouth Naval Shipyard. He also served as a part-time police officer and as a bail commissioner throughout Maine until he became the first Equal Employment Officer at the shipyard, spending 28 years in that position. He attended church at First Congregational Church of Kittery Point and also at New Hope Baptist Church in Portsmouth, New Hampshire. Mr. Young will be long remembered and sadly missed by his family, friends and community;

(5-29) David A. Vance, of Windham. Mr. Vance worked in the electrical trade and at the family business, D&J Excavating Company, Inc., where he worked for 47 years. Mr. Vance will be long remembered and sadly missed by his family, friends and community;

(5-30) Terri Lynn Dawson, of Gorham. Mrs. Dawson had a career at Gorham Middle School working as a technology integrator. Her latest award, received on October 10, 2024, emphasized her impact in the use of technology in education. Mrs. Dawson will be long remembered and sadly missed by her family, friends and community;

(5-31) Clareann H. Bunker, of Bar Harbor. Dr. Bunker was the founding executive director of The Maine Center for Human Genetics, providing genetic counseling services from 1974 until 1981. During this time, she served as faculty for the Short Course in Human Genetics at The Jackson Laboratory. She then earned her Ph.D. in Epidemiology at the University of Pittsburgh in 1984, followed by a postdoctoral fellowship at Pitt in Cardiovascular Disease and Epidemiology. In 1987, she joined the faculty of the Department of Epidemiology in the Graduate School of Public Health at the University of Pittsburgh. Dr. Bunker was a trailblazer, advancing medical research across the globe. Her studies in Nigeria paved the way for improved understanding of cardiac disease risk factors and prevention. She initiated a large cohort study in Tobago that initially focused on prostate cancer but expanded to include women and other outcomes. She also initiated The Longitudinal Indian Family Health longitudinal cohort study in Telangana State, India, and was the principal investigator of a Fogarty International grant focused on empowering Indian researchers. Her research program included mentoring dozens of Ph.D. and master's degree students, including at Pitt and around the globe in Nigeria, Cameroon, Trinidad, Tobago and India. Dr. Bunker received many accolades and awards, including membership in the Delta Omega Honorary Society in Public Health, a Distinguished Alumni award from Pitt and a Caribbean Public Health Agency award for Outstanding Contributions in Cancer Epidemiology in the Caribbean. Dr. Bunker retired from the University of Pittsburgh in 2016 as emeritus professor. Dr. Bunker will be long remembered and sadly missed by her family, friends and community;

(5-32) Jeffrey David Thoms, of Orrington. Mr. Thoms worked at Garelick Farms for twenty-eight years and owned a FedEx franchise for six years. Active in the community, he coordinated a ministry with Jericho Road to bring sandwiches, meals and clothing to the homeless population of the Bangor area. Mr. Thoms will be long remembered and sadly missed by his family, friends and community;

(5-33) Martha Wight Sheppard, of Orono. Mrs. Sheppard worked for many years at Eastern Maine Medical Center as a post-anesthesia care unit secretary. She was active in several local civic and social organizations, including the Shakespeare Club, Symphony Women and the University of Maine Thursday Club, and also volunteered for the Good Samaritan Agency and Eastern Maine Medical Center. Mrs. Sheppard will be long remembered and sadly missed by her family, friends and community;

(5-34) Shiloh Schulte, of Kennebunk. Dr. Schulte was a lifelong birdwatcher, conservationist and scientist who worked on a variety of landbird, seabird and shorebird projects throughout North America. While earning his doctorate at North Carolina State University, he studied the ecology and population biology of American Oystercatchers on the Outer Banks, helping to coordinate a coastwide banding and resighting effort with multiple research partners. His career was dedicated to understanding and safeguarding migratory bird populations, particularly those under threat from climate change and habitat loss. Dr. Schulte worked with the United States Fish and Wildlife Service and the Manomet Center for Conservation Sciences and was known for his meticulous fieldwork, his leadership in collaborative research projects and his skill in translating complex science into accessible, actionable insight. He also served on the Kennebunk Select Board for several years and was named Chair in 2022. Dr. Schulte will be long remembered and sadly missed by his family, friends and community;
