JOINT RESOLUTION RECOGNIZING NATIONAL HOSPITAL WEEK AND THE EXEMPLARY CARDIAC CARE TEAM AT NORTHERN LIGHT EASTERN MAINE MEDICAL CENTER
WHEREAS,the 2nd week of May is National Hospital Week, a time to celebrate and recognize the dedication and hard work of doctors, nurses and healthcare professionals across the State who selflessly care for patients and enhance the health and well-being of the community; and
WHEREAS, Northern Light Eastern Maine Medical Center is a vital tertiary care hospital serving the northern 2/3 of the State and providing comprehensive medical services to the residents of this vast region;and
WHEREAS, cardiovascular disease remains a significant health concern in Maine, contributing to over 25,000 deaths in the past decade. While rates of cardiovascular disease are generally below the national average, the recent increase in related deaths is alarming. Furthermore, cardiovascular diseases are exacerbated by other health issues such as high blood pressure, diabetes and obesity, which compound the risks for many Mainers; and
WHEREAS, Northern Light Eastern Maine Medical Center has been a leader in cardiovascular care for over 40 years, offering advanced medical treatment and technologies to ensure the heart health of the people of Maine. Their team of highly skilled cardiovascular physicians and dedicated healthcare professionals has been at the forefront of providing innovative heart care solutions, using state-of-the-art equipment and procedures to deliver the best possible outcomes for patients; and
WHEREAS, the heart care team at Northern Light Eastern Maine Medical Center, led by Dr. Darryl Hoffman, a distinguished surgeon in the field of cardiothoracic surgery, is committed to the highest standards of care, saving lives and making a lasting difference in the lives of countless patients throughout the region; now, therefore, be it
RESOLVED: that We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize National Hospital Week and Dr. Darryl Hoffman and the entire Northern Light Eastern Maine Medical Center Cardiology team for their exceptional care, skill and dedication to saving lives every day, and we extend our deepest appreciation for their ongoing contribution to the health and well-being of the people of Maine; and be it further
RESOLVED: that a suitable copy of this resolution, duly authenticated by the Secretary of State, be transmitted to Dr. Darryl Hoffman and the entire cardiology team at Northern Light Eastern Maine Medical Center, with our heartfelt gratitude and recognition of their outstanding work in advancing heart health care in Maine.

In Memory of: (5-12) the Honorable Ruth Foster, of Ellsworth. Ms. Foster was a former legislator, mayor, business owner, female trailblazer and tireless champion of Ellsworth. For 35 years, she was the proprietor of a children's shop, Ruth Foster's. A longtime fixture on Main Street, the shop closed in 2019. Ms. Foster served on the Board of Directors of Bar Harbor Bankshares and Bar Harbor Banking and Trust Company. She was the first woman on the board, serving from 1986 to 2004. She started a real estate career in her 40s and that got her interested in local government. Her early forays into politics were as a hostess and then as a volunteer, starting with William Cohen's congressional run. She was elected to City Council and in 1978 became the first woman to serve as Ellsworth's mayor. She later successfully ran for the Maine House, where she served 10 years, followed by four in the Senate. In the Legislature, she advocated for birth control in schools and moving divorces out of the courtroom and into mediation. Her legislation prioritized the best interests of the child and replaced the word "custody" with "parental rights and responsibilities." During her years in office, Ms. Foster was recognized by the Family Planning Association of Maine and the Adolescent Pregnancy Coalition. The Maine Supreme Judicial Court honored her for her work on mediation. She was named Legislator of the Year in 1988 by the Maine State Alcohol and Drug Abuse Conference. In 2010, she was honored with the Deborah Morton Award from the University of New England. The award is given to women with strong Maine ties who have combined high distinction in their careers with a record of public service or who have shown exceptional volunteer leadership. Ms. Foster will be long remembered and sadly missed by her family, friends and community;

(5-13) Sandra "Sandy" Smallidge, of Blue Hill. Mrs. Smallidge dedicated most of her life to nursing. She served in several positions at Eastern Maine Medical Center and Blue Hill Memorial Hospital and traveled across the country as a traveling nurse for ten years. She shared her knowledge of nursing as an adjunct professor in the nursing program at Husson University, and she owned Blue Moon Images Gallery in Surry with her husband, Greg. Mrs. Smallidge was always involved in volunteering for different causes and places, including the National Parks, National Folk Festival and Winter Harbor Library. Mrs. Smallidge will be long remembered and sadly missed by her family, friends and community;

(5-14) David Allen Peckham, of Bar Harbor. Mr. Peckham was a veteran of the United States Army. In addition to his military service, he worked for the Department of Defense in a civilian capacity, both in Germany and stateside. He served his country for a total of 35 years. Mr. Peckham will be long remembered and sadly missed by his family, friends and community;

(5-15) Mary Sweeney Underwood, of Gray. Mrs. Underwood was a tireless and inspiring volunteer across many committees, events and community groups. She was perhaps best known for being "the Woman Who Walks," as her passion for Nordic walking led her to establish a popular walking club in Gray. Over time, she became the face of Nordic walking in communities other than Gray. She was also a member of the Community Television Advisory Committee and helped produce several videos touching upon various aspects of the Gray community. Mrs. Underwood will be long remembered and sadly missed by her family, friends and community;

(5-16) Jacqueline A. Hodgins Caiola, of Portland. A dedicated educator, Mrs. Caiola inspired generations of children for 46 years. She taught physical education at Presque Isle High School, Mahoney Junior High School, St. Joseph Parish School, Holy Cross School, Cathedral School, St. Patrick School and St. Brigid School, retiring in 2016. Beyond the classroom, she served as a camp counselor at Waynflete Sports Camp and held part-time jobs over the years at Shaw's Northgate, L.L. Bean and Donatelli Variety. She coached youth basketball and Little League softball and was the team mother and chaperone for the 1993 sports exchange program with sister city Shinagawa, Japan. In retirement, she remained active in her community, working at Portland polling places during elections. Mrs. Caiola will be long remembered and sadly missed by her family, friends and community;
