Rep. Morgan Rielly is serving his second term in the Maine House of Representatives. He is a member of the Veterans and Legal Affairs Committee.

Rep. Rielly grew up in Westbrook and is a graduate of Westbrook High School. While in high school, he served two years as a Student Representative on the Westbrook City Council.

In 2014, he published his first book, which featured interviews with Maine veterans of World War II. His second book, Dear Maine, which he co-authored in 2021 with Reza Jalali, the executive director of the Greater Portland Immigrant Welcome Center, profiles more than 20 Maine immigrants.

In the Legislature, Rep. Rielly has sponsored legislation expanding service programming with the creation of the Maine Climate Corps and the Maine Service Fellows program, a state-based rural service corps. For his work expanding service programming, he received the State Service Leadership Award from America’s Service Commissions (ASC) in 2021. He is also the founder and co-chair of ASC’s State Service Caucus, a nationwide bipartisan coalition of state legislators advocating for service programming in State Houses across the country.

Rep. Rielly is focused on supporting Maine’s veterans and members of the Maine National Guard, promoting civics education and expanding opportunities for Mainers to serve their communities, protecting Maine’s environment and working waterfronts and providing relief to families, older Mainers and working-class Mainers with affordable health care and housing.

Rep. Rielly is a graduate of Bowdoin College, where he double-majored in religion and government. At Bowdoin, he received a fellowship to work for a non-governmental organization assisting Syrian and Iraqi refugees in Amman, Jordan. He was also a member of the Bowdoin men’s varsity crew team.

When Rep. Rielly is not at the State House, he works as a farmhand on an oyster farm in Casco Bay.

Brief description of the subject matter handled by the committee: Alcoholic beverage laws; adult-use marijuana regulation; lottery; for profit and nonprofit gambling, including games of chance, beano and raffles; slot machines, gaming devices; harness racing and off-track betting; election laws; campaign practices; campaign financing and disclosures; the Maine Clean Election Act; voter registration; direct initiatives and people’s veto; legislative ethics; lobbyist registration and reporting; Commission on Governmental Ethics and Election Practices; veterans’ programs; Department of Defense, Veterans and Emergency Management Services (except the Maine Emergency Management Agency); Bureau of Alcoholic Beverages and Lottery Operations; Gambling Control Board; and Maine National Guard.
