the ability of an agent or broker to solicit or negotiate the sale
of an insurance product, whether or not that agent or broker is
affiliated with a financial institution, credit union, financial
institution holding company or supervised lender, except when no
other reasonable alternative exists to protect the insurance
consuming public. Rules adopted under this section are routine
technical rules pursuant to Title 5, chapter 375, subchapter II-A.
Nothing in this section is intended to restrict or interfere with
the ability of the bureau, the Bureau of Insurance or the Office of
Consumer Credit Regulation to adopt rules with respect to areas in
which the respective agencies have independent jurisdiction.

 
Sec. 24. 12 MRSA §598-A, sub-§2-A, ¶A, as enacted by PL 1995, c. 502,
Pt. E, §17, is amended to read:

 
A. Lands that constitute a state park or historic site as
those terms are defined in section 5016 1801;

 
Sec. 25. 12 MRSA §598-A, sub-§2-A, ¶B, as enacted by PL 1995, c. 502,
Pt. E, §17, is amended to read:

 
B. Lands that constitute the Allagash Wilderness Waterway
as defined in chapter 206 220, subchapter VI;

 
Sec. 26. 12 MRSA §598-A, sub-§2-A, ¶C, as enacted by PL 1995, c. 502,
Pt. E, §17, is amended to read:

 
C. Lands used for public boat facilities under the
provisions of Title 38, chapter 1 220, subchapter VIII IX,
including launching ramps, locks, parking sites and access
roads;

 
Sec. 27. 12 MRSA §598-A, sub-§2-A, ¶E, as enacted by PL 1995, c. 502,
Pt. E, §17, is amended to read:

 
E. Nonreserved public lands as defined in section 5016
1801, subsection 6.

 
Sec. 28. 12 MRSA §609, as amended by PL 1997, c. 641, §2, is
repealed.

 
Sec. 29. 12 MRSA §1825, sub-§1, as enacted by PL 1997, c. 678, §13, is
repealed and the following enacted in its place:

 
1.__Maine State Parks and Recreational Facilities Development
Fund.__The Maine State Parks and Recreational Facilities
Development Fund is established within the bureau for the purpose
of developing, maintaining and managing state parks
