Sec. 1. Study of the needs of the elderly population with mental retardation. Resolved:
That the Department of Mental Health, Mental Retardation and
Substance Abuse Services, in consultation with the Department of
Human Services, study the needs of the elderly population with
mental retardation. The study must include an examination of the
demographic characteristics of the elderly and middle-aged
population with mental retardation, including residence; services
needed, provided and reasonably anticipated; numbers of persons
on waiting lists awaiting services; numbers of persons receiving
services in nonresidential community settings; and numbers of
persons with mental retardation living in nursing facilities and
residential care facilities or on waiting lists for residence in
those facilities; and be it further

 
Sec. 2. Report. Resolved: That the Department of Mental Health,
Mental Retardation and Substance Abuse Services shall report to
the Joint Standing Committee on Health and Human Services by
January 1, 2000 on the findings of its study; a calculation of
how to meet the unmet needs of the middle-aged and elderly
population with mental retardation, including anticipated costs;
legislation recommended by the departments; and a plan for
coordinated planning between the Department of Mental Health,
Mental Retardation and Substance Abuse Services and the
Department of Human Services.

 
SUMMARY

 
This resolve directs the Department of Mental Health, Mental
Retardation and Substance Abuse Services to undertake a study of
the needs of the elderly population with mental retardation and
to report to the Joint Standing Committee on Health and Human
Services by January 1, 2000.
