Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 3 MRSA §313-A, last ¶, as enacted by PL 1993, c. 691, §11, is
further amended to read:

 
An employee registering under this section is exempt from all
other requirements under the law regarding lobbyists. An
employee required to register under this section may not spend
more than 8 hours in a calendar month lobbying for the employee's
department or agency.__As used in this section, "lobbying" has
the same meaning as in section 312-A, subsection 9.

 
Sec. 2. 3 MRSA §327 is enacted to read:

 
§327.__Testifying before legislative committees

 
Before a lobbyist testifies before a legislative committee,
the lobbyist shall disclose to that committee the amount of
compensation from any governmental source received by the
lobbyist or the lobbyist's employer for the past year.

 
SUMMARY

 
This bill limits lobbyists representing governmental
departments and agencies to no more than 8 hours of lobbying per
month. The bill also requires that before a lobbyist testifies
to a legislative committee, the lobbyist disclose to the
committee the amount of any compensation from a governmental
source received by the lobbyist or the lobbyist's employer for
the past year.
