Sec. 1. 29-A MRSA §456-A is enacted to read:

§456-A.__Maine Snowmobile Association; special registration plates

Upon receiving an application and evidence of payment of the excise tax required by Title 36, section 1482, the registration fee required by section 501 and a one-time additional fee of $10, the Secretary of State shall issue a registration certificate and a set of Maine Snowmobile Association registration plates to be used in lieu of regular registration plates when that application is accompanied by appropriate certification that the person is a member of the Maine Snowmobile Association.__These plates must bear identification numbers and letters. The one-time additional fee of $10 is credited to the Highway Fund for administrative and production costs.

The Secretary of State in consultation with the Maine Snowmobile Association shall determine the design of the plate and appropriate certification of Maine Snowmobile Association membership.__The Secretary of State shall begin issuing Maine Snowmobile Association plates in accordance with this section no later than July 1, 2000.
