| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 29-A MRSA §151, sub-§§2 and 3, as enacted by PL 1993, c. 683, | Pt. A, §2 and affected by Pt. B, §5, are amended to read: |
|
| | 2. Maintain offices. Maintain 13 full-time offices at | convenient places to carry out duties related to applications for | registration of and licenses for the operation of motor vehicles; | and |
|
| | 3. Publish abstract of laws. Publish an abstract of statutes | pertaining to vehicles and rules made by the Secretary of State | and the Department of Transportation pertaining to this Title, | together with other information related to public safety and | regulation of traffic. ; and |
|
| | Sec. 2. 29-A MRSA §151, sub-§4 is enacted to read: |

| | 4.__Provide notice of renewal of registration due.__Provide | notice to any person who has registered a vehicle pursuant to | chapter 5 when that person's registration is about to expire.__ | One month prior to the date the registration is scheduled to | expire, the Secretary of State shall mail to the registrant | notification of the pending expiration of the registrant's motor | vehicle registration and an application for renewal of | registration.__The Secretary of State shall notify the registrant | that application may be made by mail and list the information | needed for a complete application pursuant to section 401. |

| | This bill requires the Secretary of State to mail to any | person whose motor vehicle registration is about to expire | notification of the pending expiration of the registration and an | application to renew the registration. The Secretary of State | also is required to notify the person that registration may be | done through the mail, and list the information that the person | must provide to satisfactorily complete the application. |
