Sec. 1. Study of gross and net income in eligibility for public benefits. Resolved: That
the Department of Human Services shall study the use of gross and
net income in eligibility for public benefits. The study must
include identification of state and federal programs under the
jurisdiction of the department and the eligibility standards for
those programs. The department shall report to the Joint
Standing Committee on Health and Human Services on the results of
the study, including any recommendations for legislation and
rulemaking, by January 1, 2000.

 
SUMMARY

 
This resolve directs the Department of Human Services to study
the use of gross and net income in the determination of
eligibility for public benefit programs. The department is
required to submit a report, including recommendations for
legislation and rulemaking, by January 1, 2000 to the Joint
Standing Committee on Health and Human Services.
