| 3-A.__Disability stamp.__A person with a disability may apply |
| for a complimentary disability fishing stamp.__A person who holds |
| a resident or nonresident fishing license with a disability |
| fishing stamp may utilize a spin-casting reel and rod and an |
| artificial fly when fishing in fly-fishing-only waters.__The |
| person may not use lures when fishing in fly-fishing-only waters.__ |
| A person who applies for a disability fishing stamp must submit |
| documentation from a physician that attests to that person's |
| disability.__For the purposes of this subsection, "disability" |
| means any disability, infirmity, malformation, disfigurement, |
| congenital defect or condition caused by bodily injury, accident, |
| disease, birth defect, environmental condition or illness. |
