G.__The probable availability of highway revenues to make the payments;

H.__The availability of alternative roads to or from the East-West Highway;

I.__The extent to which the construction or improvement of interchanges and related access roads will promote industrial and economic development of communities adjacent to or near the East-West Highway, whose present lack of access tends to discourage that development.__In determining the extent of the effect on industrial and economic development, the department and the authority shall consider existing, committed, proposed and potential development, and priority must be given to construction or improvement that will promote industrial and economic development;

J.__The financial condition of the East-West Highway and the financial impact of maintenance, improvement and construction; and

K.__Other factors considered relevant, including, but not limited to, expert opinion.

4.__Payment for state police services on East-West Highway. Payment for state police services on the East-West Highway is as follows:

A.__The authority shall assume all costs incurred by the State Police in enforcing the rules of the authority and in providing for the safety of the public traveling on the East-West Highway as long as the authority has authorized the provision of those services by the State Police and as long as the services of any state police personnel whose costs are assumed by the authority are utilized only for highway-related activities, except in the event of an emergency.

B.__The Chief of the State Police shall submit monthly statements of costs incurred in connection with the East-West Highway, and the authority shall pay the amount of those costs to the Treasurer of State within 20 days of receipt of the monthly statement.__The Treasurer of State
