Sec. 1. 5 MRSA §8051-B is enacted to read:

§8051-B.__Adoption of loan and grant award rules

An agency that administers a loan or grant award program shall adopt rules that establish a written application process and the criteria for awarding a grant or loan under the program.__Unless otherwise provided in the law governing the program, those rules are routine technical rules as defined in subchapter II-A.

SUMMARY

This bill requires any agency of State Government that awards grants or loans to adopt rules establishing a written application process and the criteria for awarding a grant or loan.
