C.__The commissioner may apply for and receive federal funds
under the United States Housing Act of 1954, Public Law 560,
Title 7.

 
4.__Lease of Maine Youth Center building.__Notwithstanding
subsection 5 and Title 5, chapter 154, the commissioner may, with
the approval of the Director of the Bureau of General Services,
within the Department of Administrative and Financial Services,
lease any building that the commissioner determines is no longer
needed to be a part of the Maine Youth Center for the purpose of
providing services to juveniles under such terms as the
commissioner and director determine appropriate.

 
5.__Acceptance or conveyance of donated personal property. The
commissioner may accept donations of personal property to be used
at a correctional facility.__If, at a later date, the donated
property ceases to be useful to the correctional facility, the
commissioner may sell the property and use the proceeds for the
benefit of the correctional facility to which the property was
originally donated.

 
6.__Receipt of adjudicated juveniles.__The commissioner's
power to accept adjudicated juveniles is as set out in this
subsection.

 
A.__The commissioner may receive in any juvenile facility
juveniles detained by the United States or adjudicated of an
offense against the United States and committed for a term
of institutionalization to the custody of the Attorney
General of the United States if:

 
(1)__The Attorney General of the United States
designates a juvenile facility in the State as the
place of confinement for the juvenile; and

 
(2)__The commissioner approves and agrees to accept and
keep the juvenile in a juvenile facility in the State.

 
B.__The commissioner may contract with the Attorney General
of the United States or an officer designated by the
Congress for the care, custody, subsistence, education,
treatment, confinement, support and training of any juvenile
accepted under this subsection or under federal law in
accordance with the 18 United States Code, Sections 706 and
707.__All sums paid pursuant to contracts authorized by this
subsection accrue to the General Fund.

 
7.__Inmate benefit welfare account.__The commissioner shall
provide an accounting of the student welfare fund at the Maine
