juvenile court proceeding is commenced against a person | without a juvenile arrest having been made, fingerprints must | be taken within 5 days of the filing of the petition at a time | and place specified by the responsible agency after consulting | with the juvenile caseworker.__The juvenile shall appear at | the specified time and place and shall submit to the process. |
