2.__Members.__The board consists of 7 members appointed by the
Governor.__Each member must be a citizen of the United States and
a resident of this State.__The board consists of:

 
A.__Two public members; and

 
B.__Five members who hold valid appraiser licenses,
including at least one member who holds a certified general
license.

 
3.__Geographic distribution.__The Governor, in making
appointments, shall consider the desirability of having a broad
geographic distribution of representation.

 
4.__Terms; removal.__Terms of the members of the board are for
3 years.__Members may be removed by the Governor for cause.

 
5.__Meetings; quorum.__The board shall hold at least 4 regular
meetings each year. Additional meetings may be held upon the call
or upon the written request of 2 board members.__A majority of
the members of the board constitutes a quorum for the transaction
of business under this Act.

 
6.__Election of officers.__The board shall annually elect a
chair and other officers as it determines necessary.

 
§14012.__Rules

 
The board may establish guidelines and rules by which this
chapter must be administered. Rules adopted pursuant to this
chapter are routine technical rules pursuant to Title 5, chapter
375, subchapter II-A.__Rules are subject to Title 5, chapter 375,
subchapter II.

 
1.__Hearings.__The board may adopt rules governing the conduct
of hearings, including provisions governing communications among
the members of the board.

 
2.__Investigations.__The board may adopt rules governing
investigations and filing and processing of complaints in order
to ensure prompt, effective investigations of alleged violations
of this chapter as necessary to protect and promote the interests
of the public.

 
3.__Standards.__The board may adopt rules consistent with the
standards set forth in this chapter governing real estate
appraisal conduct in order to establish standards of practice
that serve the interest of the public and the appraisal business.

 
4.__License qualifications.__The board may adopt rules
relating to the qualifications and application for any license
authorized under this chapter that it considers necessary to
