4.__Staff.
__In accordance with the Civil Service Law, staff
may be hired to carry out the work of the observatory.
SUMMARY
This bill establishes the North Atlantic Cold Water
Observatory to research the conditions of the North Atlantic
Ocean, especially its fisheries and climate.
