| | | Sec. 1. 3 MRSA §313-A, as enacted by PL 1993, c. 691, §11, is | | amended by adding at the end a new paragraph to read: |

| | | A state employee or independent agency employee who testifies | | before a committee may not take a position or express personal | | opinion during the employee's testimony. |
|
| | | This bill prohibits a state agency or independent agency | | employee from taking a position or expressing personal opinion in | | testimony before a committee of the Legislature. |
