Sec. 1. Study group established. Resolved: That the Commissioner of
Inland Fisheries and Wildlife shall, within existing resources,
convene a study group to review the current laws, rules and
policies concerning the muzzle-loading season. Specifically, the
study group shall make recommendations to improve, clarify or
otherwise change the laws, rules and policies concerning the
muzzle-loading season including:

 
1. The intent of the muzzle-loading season;

 
2. Determining what types of firearms may be used during the
muzzle-loading season and an accurate description of those
firearms;

 
3. Determining what types of firearm enhancements may be used
during the muzzle-loading season;

 
4. The impact of the muzzle-loading season on the hunting
season and on the deer population; and

 
5. Other issues of concern that are relevant to the study
group; and be it further

 
Sec. 2. Selection of chair. Resolved: That the study group shall select
a chair from among the members at the first meeting; and be it
further

 
Sec. 3. Public hearings. Resolved: That the study group shall hold
public hearings at various locations throughout the State to
solicit public comment on the issues related to the muzzle-
loading season that are to be addressed by the study group. The
locations for the public hearings may be selected upon current
Department of Inland Fisheries and Wildlife divisions or regions
throughout the State; and be it further

 
Sec. 4. Staffing. Resolved: That the Department of Inland Fisheries
and Wildlife shall provide staffing and clerical support to the
study group. The department may also request drafting assistance
from the Legislative Council; and be it further

 
Sec. 5. Report; legislation. Resolved: That the study group shall submit
its report and any necessary legislation to the Joint Standing
Committee on Inland Fisheries and Wildlife by February 1, 2000.
If the study group requires an extension, it may apply to the
Legislative Council, which may grant the extension.
