| | Sec. 1. Study group established. Resolved: That the Commissioner of | Inland Fisheries and Wildlife shall, within existing resources, | convene a study group to review the current laws, rules and | policies concerning the muzzle-loading season. Specifically, the | study group shall make recommendations to improve, clarify or | otherwise change the laws, rules and policies concerning the | muzzle-loading season including: |

| | 1. The intent of the muzzle-loading season; |
|
| | 2. Determining what types of firearms may be used during the | muzzle-loading season and an accurate description of those | firearms; |
|
| | 3. Determining what types of firearm enhancements may be used | during the muzzle-loading season; |
|
| | 4. The impact of the muzzle-loading season on the hunting | season and on the deer population; and |
|
| | 5. Other issues of concern that are relevant to the study | group; and be it further |
|
| | Sec. 2. Selection of chair. Resolved: That the study group shall select | a chair from among the members at the first meeting; and be it | further |
|
| | Sec. 3. Public hearings. Resolved: That the study group shall hold | public hearings at various locations throughout the State to | solicit public comment on the issues related to the muzzle- | loading season that are to be addressed by the study group. The | locations for the public hearings may be selected upon current | Department of Inland Fisheries and Wildlife divisions or regions | throughout the State; and be it further |

| | Sec. 4. Staffing. Resolved: That the Department of Inland Fisheries | and Wildlife shall provide staffing and clerical support to the | study group. The department may also request drafting assistance | from the Legislative Council; and be it further |

| | Sec. 5. Report; legislation. Resolved: That the study group shall submit | its report and any necessary legislation to the Joint Standing | Committee on Inland Fisheries and Wildlife by February 1, 2000. | If the study group requires an extension, it may apply to the | Legislative Council, which may grant the extension. |
