Sec. 1. Task force established to study the funding of and to develop an improved
decision-making process for the residential treatment of youth with mental health issues.
Resolved: That there is established the Task Force to Study the
Funding of and to Develop an Improved Decision-making Process for
the Residential Treatment of Youth with Mental Health Issues,
referred to in this resolve as the "task force" ; and be it
further

 
Sec. 2. Task force membership. Resolved: That the task force consists
of 7 members appointed by the Speaker of the House as follows:

 
1. Two members of the House of Representatives, one of whom
serves on the Joint Standing Committee on Education and Cultural
Affairs;

 
2. One representative from the Department of Education chosen
from a list provided by the Commissioner of Education;

 
3. One representative from the Department of Mental Health,
Mental Retardation and Substance Abuse Services chosen from a
list provided by the Commissioner of Mental Health, Mental
Retardation and Substance Abuse Services;

 
4. One educational administrator with experience in mental
health issues;

 
5. One parent whose child has received residential treatment
for mental health reasons; and

 
6. One member of the public with an interest in the
residential treatment of youth with mental health issues; and be
it further

 
Sec. 3. Chair; appointments; convening task force. Resolved: That the members
of the task force shall elect a chair by majority vote. The
Speaker of the House shall notify the Executive Director of the
Legislative Council when all appointments have been made. The
executive director shall call and convene the first meeting of
the task force within 30 days after all appointments have been
made. The task force shall meet at least 3 times before
submitting a report on its findings; and be it further

 
Sec. 4. Duties. Resolved: That the task force may hold public
meetings, gather information and request necessary data from
public and private entities in order to accomplish the following
duties:
