 |  | |  | 5.__Salaries of Androscoggin County officers.__Notwithstanding |  | other sections of this Title governing the establishment of |  | compensation for elected county officers of Androscoggin County, |  | an increase in compensation for elected county officers in |  | Androscoggin County may not take effect during the term of office |  | in which the compensation increase is adopted.__This prohibition |  | is effective with the county budget for the year 2000. |

 |  | |  | Sec. 3.  Retroactivity.  Section 1 of this Act applies retroactively |  | to January 1, 1999. | 
 | 
 
 
 |  | |  | Emergency clause.  In view of the emergency cited in the preamble, |  | this Act takes effect when approved. | 
 | 
 
 
 
 
 
 |  | |  | The increase in salaries will increase the operating costs of |  | Androscoggin County.  The estimated annual cost is approximately |  | $3,690.  Pursuant to the Mandate Preamble, the two-thirds vote of |  | all members elected to each House exempts the State from the |  | constitutional requirement to fund 90% of the additional local |  | costs. |

 |  | |  | This bill amends current law by increasing the salaries of |  | Androscoggin County officers by 3% in the 1999 budget year. |  | Effective with the year 2000 county budget, the bill also |  | prohibits an increase in the compensation of elected Androscoggin |  | County officers from taking effect during the term in office in |  | which it is adopted. |
