| | Emergency preamble. Whereas, Acts of the Legislature do not become | effective until 90 days after adjournment unless enacted as | emergencies; and |

| | Whereas, Acts of this and previous Legislatures have resulted in | certain technical errors and inconsistencies in the laws of | Maine; and |
|
| | Whereas, these errors and inconsistencies create uncertainties | and confusion in interpreting legislative intent; and |
|
| | Whereas, it is vitally necessary that these uncertainties and | this confusion be resolved in order to prevent any injustice or | hardship to the citizens of Maine; and |
|
| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, |
|
| Be it enacted by the People of the State of Maine as follows: |
|
| | Sec. 1. 3 MRSA §959, sub-§1, ¶H, as enacted by PL 1995, c. 488, §2, is | amended to read: |
|
| H. The joint standing committee of the Legislature having | jurisdiction over judiciary matters shall use the following | list as a guideline for scheduling reviews: |
|
| (1) Maine Court Governmental Facilities Authority in | 1999; |
|
| (2) Maine Human Rights Commission in 2001; |
|
| (3) Maine Indian Tribal-State Commission in 2003; and |
|
| (4) Department of the Attorney General in 2003. |

| | Sec. 2. 5 MRSA §54, sub-§1, as enacted by PL 1999, c. 446, §1, is | amended to read: |
|
| | 1. Forms. Shall have the filing forms available for | downloading from the Internet. This subsection takes effect June | 1, 2000; and |
|
| | Sec. 3. 5 MRSA §12004-F, sub-§11, as enacted by PL 1987, c. 786, §5, | is amended to read: |
