§394.__Violations

 
1.__Crimes by licensee.__A licensee who performs any of the
following acts commits a Class D crime:

 
A.__Knowingly permits a person under 21 years of age to play
a video lottery terminal registered pursuant to this
chapter;

 
B.__Knowingly permits a person to play a video lottery
terminal registered pursuant to this chapter at a time other
than during the hours for which play is permitted in
accordance with section 381;

 
C.__Extends credit to a person in order for the person to
play a video lottery terminal; or

 
D.__Permits a visibly intoxicated person to play a video
lottery terminal.

 
2.__Crimes by person.__A person who performs any of the
following acts commits a Class C crime:

 
A.__Tampers with a video lottery terminal with intent to
interfere with the proper operation of that video lottery
terminal; or

 
B.__Manipulates or intends to manipulate the outcome, payoff
or operation of a video lottery terminal by physical
tampering or any other means.

 
Sec. 3. 25 MRSA §3902, sub-§4 is enacted to read:

 
4.__Notice of violation of video lottery terminal law.__A
liquor enforcement officer who notices a violation of a provision
of Title 17, chapter 16 shall promptly issue written notification
of the violation to the Chief of the State Police and shall
provide a copy of this written notification to the licensee or
license holder.

 
Sec. 4. Working capital advances. The State Controller may advance
from the unappropriated surplus of the General Fund to the
Department of Public Safety, Bureau of State Police the sum of
$600,000 to be used for any necessary start-up costs associated
with the licensing, regulation and supervision of video lottery
terminals in the State pursuant to the Maine Revised Statutes,
Title 17, chapter 16.
