Sec. 1. 20-A MRSA §10007 is enacted to read:

§10007.__Information and services to private bookstores

1.__Information and services to private bookstores.__Upon request, a public postsecondary institution other than the Maine Maritime Academy shall provide to a private bookstore the same information and services that the institution provides to a campus bookstore operated by or on behalf of the institution.__ The information and services include, but are not limited to:

A.__The courses offered by the institution;

B.__The instructional materials required or recommended for courses offered by the institution;

C.__The expected number of students to be enrolled in courses offered by the institution;

D.__Participation in student orientation sessions;

E.__Access to student and faculty mailing lists;

F.__The ability to credit the purchase of course and instructional materials against a student's financial aid account; and

G.__The ability to accept student campus debit cards for the purchase of materials.

2.__Equal access; policies.__A public postsecondary institution other than the Maine Maritime Academy may not deny or obstruct timely access by a private bookstore to information and services that the private bookstore has requested pursuant to subsection 1.__Every public postsecondary institution other than the Maine Maritime Academy shall adopt and publish policies to comply with this section.

SUMMARY

This bill requires public postsecondary institutions other than the Maine Maritime Academy to provide to private bookstores the same information and services that the postsecondary institution provides to campus bookstores operated by or on behalf of the institution.
