SUMMARY

This resolve requires the Commissioner of Inland Fisheries and Wildlife to adopt major substantive rules establishing criteria to govern the requirement that agents of the Department of Inland Fisheries and Wildlife must develop computer interactive capacity in order to sell hunting and fishing licenses and register watercraft, snowmobiles and all-terrain vehicles. At minimum the commissioner is required to develop rules that:

1. Create a pilot program to test the on-line program;

2. Establish a 5-year timetable for requiring agents to sell on-line licenses and registrations;

3. Ensure that license and registration documentation will not easily be reproduced; and

4. Create an electronic transfer of funds system that is agreed to by the department and agents.
