| | Sec. 1. Panel established. Resolved: That the Panel for Repeal of | Unnecessary or Archaic Laws, referred to in this resolve as the | "panel," is established; and be it further |

| | Sec. 2. Panel membership. Resolved: That the panel consists of the | following 7 members: |
|
| | 1. The President of the Senate shall appoint 2 members from | the Senate, one from each of the 2 major political parties; |
|
| | 2. The Speaker of the House shall appoint 2 members from the | House of Representatives, one from each of the 2 major political | parties; |
|
| | 3. The Governor shall appoint one retired justice or retired | judge; and |
|
| | 4. The Governor shall appoint 2 at-large members; and be it | further |
|
| | Sec. 3. Chairs. Resolved: That the first named Senate member is the | Senate chair of the panel and the first named House of | Representatives member is the House chair of the panel; and be it | further |
|
| | Sec. 4. Appointments; meetings. Resolved: That all appointments must be | made no later than 30 days following the effective date of this | resolve. The Executive Director of the Legislative Council must | be notified by all appointing authorities once the selections | have been made. When the appointment of all members has been | completed, the chairs of the panel shall call and convene the | first meeting of the panel; and be it further |

| | Sec. 5. Duties. Resolved: That the panel shall review all laws to | determine which are unnecessary or archaic and should be | repealed; and be it further |

| | Sec. 6. Staff assistance. Resolved: That, upon approval of the | Legislative Council, the Office of Policy and Legal Analysis | shall provide necessary staffing services to the panel; and be it | further |
|
| | Sec. 7. Compensation. Resolved: That the members of the panel who | are Legislators are entitled to the legislative per diem, as | defined in the Maine Revised Statutes, Title 3, section 2, and | reimbursement for necessary expenses incurred for their | attendance at authorized meetings of the panel. Other members of | the panel who are not otherwise compensated by their employers or | other entities that they represent are entitled to receive |
