| | Emergency preamble. Whereas, Acts and resolves of the Legislature do | not become effective until 90 days after adjournment unless | enacted as emergencies; and |

| | Whereas, the study must be initiated before the 90-day period | expires in order that the study may be completed and a report | submitted in time for submission to the next legislative session; | and |

| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, be it |

| | Sec. 1. Commission established. Resolved: That the Blue Ribbon | Commission on the East-West Rail Corridor, referred to in this | resolve as the "commission," is established; and be it further |

| | Sec. 2. Commission membership. Resolved: That the commission consists | of the following 12 members: |

| | 1. Two members of the Senate, appointed by the President of | the Senate; |
|
| | 2. Two members of the House of Representatives, appointed by | the Speaker of the House, one of whom represents the party with | the largest number of members in the House of Representatives and | one of whom represents the party with the 2nd largest number of | members in the House of Representatives; |
|
| | 3. The Commissioner of Transportation or the commissioner's | designee; |
|
| | 4. The Commissioner of Labor or the commissioner's designee; |
|
| | 5. The Chief Executive Officer of the Finance Authority of | Maine or the chief executive officer's designee; |
|
| | 6. The Director of the Office of Tourism and Community | Development or the director's designee; and |
|
| | 7. Four members appointed jointly by the President of the | Senate and the Speaker of the House, one to represent each of the | following: |
