| | Sec. 1. Study commission established. Resolved: That the Commission to | Study the Relationship Between Alcohol Sales and Substance Abuse | in the State of Maine, referred to in this resolve as the | "commission," is established; and be it further |

| | Sec. 2. Members. Resolved: That the commission is composed of 7 | members as follows: |
|
| | 1. Three members of the House of Representatives appointed by | the Speaker of the House; |
|
| | 2. Two members of the Senate appointed by the President of | the Senate; |
|
| | 3. The Commissioner of Mental Health, Mental Retardation and | Substance Abuse Services or the commissioner's designee; and |
|
| | 4. One member appointed by the Governor; and be it further |
|
| | Sec. 3. Chairs. Resolved: That the first named Senate member is the | Senate chair and the first named House member is the House chair; | and be it further |
|
| | Sec. 4. Duties of commission. Resolved: That the commission shall: |
|
| | 1. Study the relationship between liquor sales and substance | abuse in Maine; |
|
| | 2. Study the impact of substance abuse on individuals and | their families; |
|
| | 3. Study the financial impact of substance abuse on state and | community resources, including the health care and corrections | system; |
|
| | 4. Perform an evaluation of the availability of treatment and | other services currently being provided; and |
|
| | 5. Recommend changes to lessen the impact of substance abuse | in the State; and be it further |
|
| | Sec. 5. Appointments; meetings. Resolved: That all appointments must be | made within 30 days of the effective date of this resolve; and be | it further |
|
| | Sec. 6. Compensation. Resolved: That members of the commission who | are Legislators are entitled to receive the legislative per diem, | as defined in the Maine Revised Statutes, Title 3, section 2, and | reimbursement for necessary expenses |
