Sec. 1. 20-A MRSA §6554 is enacted to read:

§6554.__First responder teams

1.__First responder team defined.__As used in this section, "first responder team" means a group of 2 to 3 school personnel who are specially trained in techniques to respond to violent or chronically disruptive students.

2.__Adoption of policy.__Each school board shall adopt a policy to select and train at least 2 personnel at each school within a school administrative unit as members of a first responder team.

3.__Duties.__A first responder team shall respond to situations on school grounds that involve a violent or chronically disruptive student.

4.__Funding.__The State shall provide grants to schools to train up to 3 members of the first responder team.__Grants shall be administered through the department.__The department shall adopt rules necessary to implement this subsection.__Rules adopted pursuant to this section are routine technical rules, as defined in Title 5, chapter 375, subchapter II-A.

SUMMARY

This bill directs each school board to adopt a policy to implement a first responder team at each school within a school administrative unit and provides state funding to train members of the first responder teams.
