Sec. 1. 12 MRSA §7470, sub-§2, as enacted by PL 1987, c. 608, is amended to read:

2. Rules. The commissioner shall promulgate adopt rules pertaining to harvest methods, confinement and disposal of snapping turtles. The commissioner may by rule:

A.__Require reporting of commercial harvest activities;

B.__Establish a season including daily and season possession limits;

C.__Establish size limits; and

D.__Establish a fee schedule to implement a permit system under this section.

SUMMARY

This bill clarifies the rule-making authority of the Commissioner of Inland Fisheries and Wildlife to regulate the commercial harvest of snapping turtles, including establishing a season, size and possession limits, a fee schedule and reporting requirements.
