| 1. Whether the current quality assurance methods are adequate; |
|
| | 2. Whether the qualifications, training, pay scales and | conditions of work for in-home workers are commensurate with the | very sensitive responsibilities of that work; |
|
| | 3. Whether care plans are carried out in a timely, | appropriate and effective manner; and |
|
| | 4. Whether procedures should be in place to fully protect | consumers of these services from retaliation should they have | complaints or concerns about their care plan, service schedule or | related services; and be it further |

| | Sec. 5. Meetings. Resolved: That in conducting its duties, the task | force may meet as often as necessary with any individuals, | departments or institutions it considers appropriate; and be it | further |

| | Sec. 6. Staff assistance. Resolved: That the task force shall request | staffing and clerical assistance from the Legislative Council; | and be it further |

| | Sec. 7. Reimbursement. Resolved: That the members of the task force | are entitled to receive the legislative per diem, as defined in | the Maine Revised Statutes, Title 3, section 2, and reimbursement | for travel and other necessary expenses for attendance at | meetings of the task force; and be it further |

| | Sec. 8. Report. Resolved: That the task force shall submit its | report and any implementing legislation to the Second Regular | Session of the 120th Legislature by December 1, 2001. If the | task force requires an extension of time to make its report, it | may apply to the Legislative Council, which may grant the | extension. |

| | Emergency clause. In view of the emergency cited in the preamble, | this resolve takes effect when approved. |

| | This resolve creates the Task Force to Study the Various | Effects of Maine's Long-term Care System. |
