Be it enacted by the People of the State of Maine as follows:

SUMMARY

 
This bill is a concept draft pursuant to Joint Rule 208.

 
This bill proposes to hold agencies financially and legally
harmless from any change in the Department of Human Services'
rules regarding private, nonmedical institutions. The bill would
also prevent the department from financially or legally
penalizing providers of private, nonmedical institution services.
