Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, a study of the Maine Correctional Institute must be
initiated before the 90-day period expires in order that the
study may be completed and a report submitted in time for
submission to the next legislative session; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Commission established. Resolved: That the Commission to Examine
the Maine Correctional Institute, referred to in this resolve as
the "commission," is established. The Maine Correctional
Institute is referred to in this resolve as the "Supermax"; and
be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of the following 11 members:

 
1. Two Senators, appointed by the President of the Senate;

 
2. Two Representatives, appointed by the Speaker of the
House;

 
3. Two public members, appointed by the Speaker of the House;

 
4. One member from the Maine Civil Liberties Union, appointed
by the union;

 
5. The Commissioner of Corrections or the commissioner's
designee;

 
6. One member from the Maine Council of Churches, appointed
by the council;

 
7. One member from Amnesty International, appointed by that
organization; and

 
8. One member from the National Alliance for the Mentally Ill
of Maine, appointed by the alliance; and be it further

 
Sec. 3. Chairs. Resolved: That the first named Senate member is the
Senate chair of the commission and the first named
