Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, the Task Force on School Governance must be convened
before the 90-day period expires in order that any study it
undertakes may be completed and a report submitted in time for
submission to the next legislative session; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Task force established. Resolved: That the Task Force on School
Governance, referred to in this resolve as the "task force," is
established; and be it further

 
Sec. 2. Task force membership. Resolved: That the task force consists
of the following 13 members:

 
1. Three members appointed by the President of the Senate and
the President Pro Tempore of the Senate, of whom one must be a
Senator and one must be a public member;

 
2. Three members appointed by the Speaker of the House, of
whom one must be a Representative and one must be a public
member;

 
3. Five members appointed by the Governor;

 
4. The Commissioner of Education or the commissioner's
designee; and

 
5. The Chair of the State Board of Education or the chair's
designee.

 
In selecting the public members, the President of the Senate
and the President Pro Tempore of the Senate, the Speaker of the
House and the Governor shall seek input from stakeholders groups,
including, but not limited to, practitioners in the education
field; the Maine School Superintendents Association; the Maine
School Boards Association; the Maine Principals' Association; the
Maine Education Association; the Maine Leadership Consortium; and
the Maine Coalition for Excellence in Education; and be it
further

 
Sec. 3. Chairs. Resolved: That the chair must be appointed by the
Governor from the members that are appointed by the Governor; and
be it further
