Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, the study must be initiated before the 90-day period
expires in order that the study may be undertaken and completed
in a comprehensive manner and the report completed in time for
submission to the next Legislature; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Commission established. Resolved: That the Commission to Respond
to the Crisis in Access to Oral Health Services for Residents of
the State, referred to in this resolve as the "commission," is
established; and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of the following 16 members:

 
1. Two Senators, one of whom must serve on the Joint Standing
Committee on Health and Human Services, appointed by the
President of the Senate;

 
2. Three members of the House of Representatives, at least
one of whom must serve on the Joint Standing Committee on Health
and Human Services, appointed by the Speaker of the House;

 
3. Two representatives of the Department of Human Services,
one conversant in public health issues and one conversant in
Medicaid issues, appointed by the Governor; and

 
4. Nine members of the general public, including:

 
A. One dentist, one representative of a public or nonprofit
community dental clinic and one dental hygienist, appointed
by the Governor;

 
B. One community dental health advocate, one representative
of low-income citizens and one representative of elderly
citizens, appointed by the Speaker of the House; and

 
C. One representative of the federally qualified rural
health centers, one representative of a rural or medically
underserved area and one community dental health advocate,
appointed by the President of the Senate; and be it further
