Sec. 1. Study commission established. Resolved: That the Commission to
Study Ways to Improve Transportation for Senior Citizens,
referred to in this resolve as the "commission," is established;
and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of the following 11 members:

 
1. Two members of the Senate appointed by the President of
the Senate;

 
2. Two members of the House of Representatives appointed by
the Speaker of the House of Representatives; and

 
3. Seven members appointed by the Governor as follows:

 
A. Two representatives of local area agencies on aging;

 
B. Two representatives from the Maine Council of Senior
Citizens;

 
C. Two persons who are school superintendents; and

 
D. One representative of commercial transportation
providers; and be it further

 
Sec. 3. Appointments; chairs; meeting. Resolved: That all appointments
must be made no later than 30 days following the effective date
of this resolve. The appointing authorities shall notify the
Executive Director of the Legislative Council once all the
appointments have been made. The first named Senator is the
Senate chair and the first named House of Representatives member
is the House chair. The chairs shall call the first meeting of
the commission no later than 30 days after all the appointments
have been made; and be it further

 
Sec. 4. Duties. Resolved: That the commission shall study the public
and private transportation programs and services currently
available to senior citizens in the State, identify and
prioritize needs in all areas of the State and make
recommendations on the funding and implementation of pilot
programs in 2 rural areas of the State that use school buses to
transport senior citizens when those school buses are not
otherwise being used by the school that owns them; and be it
further

 
Sec. 5. Staff Assistance. Resolved: That, upon approval of the
Legislative Council, the Office of Policy and Legal Analysis
shall provide necessary staffing services to the commission; and
be it further
