| | Emergency preamble. Whereas, Acts of the Legislature do not become | effective until 90 days after adjournment unless enacted as | emergencies; and |

| | Whereas, to ensure the efficient and effective resolution of | workers' compensation hearings, this Act must take effect | immediately; and |
|
| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, |

| Be it enacted by the People of the State of Maine as follows: |
|
| | Sec. 1. Workers' Compensation Board; full-time hearing officer. The Workers' | Compensation Board shall permanently assign a full-time | administrative hearing officer to the Caribou office of the | Workers' Compensation Board no later than 30 days after the | effective date of this Act. This assignment must be implemented | within the board's existing budgeted resources. |

| | Emergency clause. In view of the emergency cited in the preamble, | this Act takes effect when approved. |

| | This bill requires the Workers' Compensation Board to | permanently assign a full-time administrative hearing officer to | the Caribou office no later than 30 days after the effective date | of the bill and to implement this assignment within existing | budgeted resources. |
