Be it enacted by the People of the State of Maine as follows:
CONCEPT DRAFT
SUMMARY
This bill is a concept draft pursuant to Joint Rule 208.
This bill proposes to mitigate the effect of large mandatory
environmental penalties by retroactively limiting the penalties
that can be imposed, establishing a new process for the
determination of penalties and imposing mandatory penalties only
when there is an immediate threat to the public health, safety
and welfare.
