| | | Sec. 3. 32 MRSA c. 115-A is enacted to read: |

| | | §13521.__General provisions |
|
| | | The Commissioner of Professional and Financial Regulation | | shall regulate professional boxing matches.__For the purposes of | | this chapter, "professional boxing matches" means boxing contests | | held between individuals for financial compensation but does not | | include boxing contests regulated by an amateur sports | | organization. |

| | | §13522.__Compliance with federal law |
|
| | | The Commissioner of Professional and Financial Regulation is | | the State's boxing commission for the purposes of the | | Professional Boxing Safety Act of 1996, 15 United States Code, | | Sections 6301 to 6313 and shall ensure that safety standards, | | registration procedures and other regulations required by federal | | law are sufficient to protect the health and safety of boxers.__ | | The commissioner may contract with other states, other state | | agencies or the Association of Boxing Commissions, or a successor | | organization recognized by the commissioner, in order to carry | | out the purposes of this chapter. |

| | | §13523.__Rulemaking; limitation |

| | | The Commissioner of Professional and Financial Regulation may | | adopt rules to carry out the purposes of the federal Professional | | Boxing Safety Act and this chapter.__The commissioner may not | | impose rules substantially more stringent than necessary to | | protect boxers' health and safety and to fully comply with | | federal requirements.__Rules adopted pursuant to this section are | | routine technical rules pursuant to Title 5, chapter 375, | | subchapter II-A. |
