| | Sec. 1. Commission established. Resolved: That the Commission to Erect a | Memorial Dedicated to the Victims and Heroes of the September 11, | 2001 Tragedy, referred to in this resolve as the "commission," is | established; and be it further |

| | Sec. 2. Membership. Resolved: That the commission consists of the | following members: |
|
| | 1. Two members appointed by the President of the Senate. The | members may, but are not required to, be members of the Senate; |
|
| | 2. Two members appointed by the Speaker of the House. The | members may, but are not required to, be members of the House of | Representatives; |
|
| | 3. Two members of the public appointed by the Governor; |
|
| | 4. The chair of the State House and Capitol Park Commission, | who serves as an ex officio nonvoting member; and |
|
| | 5. The director of the Maine Arts Commission, who serves as | an ex officio nonvoting member; and be it further |
|
| | Sec. 3. Appointments; convening commission. Resolved: That all | appointments must be made no later than 30 days following the | effective date of this resolve. The Executive Director of the | Legislative Council must be notified by all appointing | authorities once the selections have been made. The Chair of the | Legislative Council shall call and convene the first meeting of | the commission within 14 days of completion of all appointments. | The commission shall elect a chair from among its members; and be | it further |

| | Sec. 4. Duties. Resolved: That the commission shall study issues | involved in the establishment in Capitol Park of a memorial | dedicated to the victims and heroes of the September 11, 2001 | tragedy, including: |
|
| | 1. Where in Capitol Park the memorial should be located; |
|
| | 2. What should be inscribed on the memorial; |
|
| | 3. The selection process for design and construction of the | memorial. The commission may consult with the Department of | Administrative and Financial Services regarding the request for | proposal process; and |
