Sec. 2. Membership. Resolved: That the commission consists of the following members:

1. Two members appointed by the President of the Senate. The members may, but are not required to, be members of the Senate;

2. Two members appointed by the Speaker of the House. The members may, but are not required to, be members of the House of Representatives;

3. Two members of the public appointed by the Governor;

4. The chair of the State House and Capitol Park Commission, who serves as an ex officio nonvoting member; and

5. The director of the Maine Arts Commission, who serves as an ex officio nonvoting member; and be it further

Sec. 3. Appointments; convening commission. Resolved: That all appointments must be made no later than 30 days following the effective date of this resolve. The Executive Director of the Legislative Council must be notified by all appointing authorities once the selections have been made. The Chair of the Legislative Council shall call and convene the first meeting of the commission within 14 days of completion of all appointments. The commission shall elect a chair from among its members; and be it further

Sec. 4. Duties. Resolved: That the commission shall study issues involved in the establishment in Capitol Park of a memorial dedicated to the victims and heroes of the September 11, 2001 tragedy, including:

1. Where in Capitol Park the memorial should be located;

2. What should be inscribed on the memorial;

3. The selection process for design and construction of the memorial. The commission may consult with the Department of Administrative and Financial Services regarding the request for proposal process; and
