Sec. 1. Department of Marine Resources shall review and update costs and results of
shad and alewives restoration efforts on upper Kennebec River. Resolved: That the
Department of Marine Resources is directed to update and
review the current status and report costs and results of the
shad and alewives restoration effort on the upper Kennebec
River system; and be it further

 
Sec. 2. Comprehensive plan. Resolved: That the Department of Marine
Resources is directed to develop and report on a comprehensive
plan that details the resources required, associated costs,
timetable and specific results and benefits to be derived from
a mature restoration effort; and be it further

 
Sec. 3. Assessment. Resolved: That the Department of Marine
Resources conduct an assessment of the impacts and benefits of
the reintroduction of anadromous alewives into the "phase two"
cold water lakes and ponds, as described in the Strategic Plan
for the Restoration of Shad and Alewives to the Kennebec River
Above Augusta, as developed by the Department of Marine
Resources in 1985. The assessment must involve the local
communities to the extent that information is shared and
evaluated in a joint manner; and be it further

 
Sec. 4. Informational hearings. Resolved: That the Department of Marine
Resources is directed to conduct timely information meetings
or hearings in all affected Kennebec River and Sebasticook
River communities to ensure that there is opportunity for
community understanding, input and influence on the
implementation of the anadromous fish restoration effort; and
be it further

 
Sec. 5. Completion and report date established. Resolved: That the
Department of Marine Resources shall complete its duties under
this resolve and report its findings to the Joint Standing
Committee on Marine Resources no later than January 15, 2004.

 
SUMMARY

 
This resolve directs the Department of Marine Resources to
update and review the current status of the shad and alewives
restoration effort on the upper Kennebec River system and to
develop a comprehensive plan regarding continued restoration
efforts. The resolve directs the department to conduct an
assessment of the impacts and benefits of the reintroduction
of anadromous alewives and to hold public information meetings
in affected Kennebec River and Sebasticook River communities.
