Sec. 1. President of each University of Maine campus directed to meet with host
municipalities. Resolved: That the president of each university in
the University of Maine System shall arrange to meet with the
municipal officers of the host municipality of each campus
within that university, or the officers' designee, to
negotiate a reasonable and appropriate system of financial
support for municipal services directly provided to each
campus. The negotiations must, at a minimum, include the
following elements:

 
1. A reasonable calculation of the value of municipal
services directly provided each year to each campus within the
university, including: road maintenance, construction and
other transportation services; police, fire protection,
emergency rescue and other public safety services; solid waste
collection, disposal and recycling services; and any other
municipal services, benefits or resources provided directly to
the campus, excluding any utility-type services that are
provided to the campus and all other users according to a use-
based fee or rate schedule;

 
2. A reasonable calculation of all compensation provided by
the university to the host municipality of each campus for the
services considered in the calculation required under
subsection 1, whether according to a traditional or historic
financial contribution, a formal or informal payment in lieu
of taxes, or otherwise; and

 
3. An agreement about the degree to which the university
should contribute financially to the host municipality of each
campus in compensation or partial compensation for the
municipal services that are directly provided to it. In the
event the parties to the negotiation are unable to reach an
agreement with respect to the university's appropriate
contribution, the respective position of each party to the
negotiation must be recorded; and be it further

 
Sec. 2. Report. Resolved: That the president of each university of
the University of Maine System shall prepare a report
including all the calculations generated, agreements reached
or positions recorded pursuant to section 1 and shall submit
the report on or before January 1, 2004 to the Chancellor of
the University of Maine System and the Joint Standing
Committee on Education and Cultural Affairs; and be it further

 
Sec. 3. Authority to report out legislation. Resolved: That the Joint
Standing Committee on Education and Cultural Affairs may
report out to the Second Regular Session of the 121st
Legislature legislation related to the University of Maine
System's financial contribution to the municipalities in which
its campuses are located for the purposes of providing
compensation for municipal services directly provided to the
campuses.
