Sec. 1. 30-A MRSA §4350, sub-§9, ¶¶F and G, as enacted by PL 2001, c. 648, §2, are amended to read:

F. Provide assessment, advice and recommendations on the coordination of state and local urban transportation planning and streamlining of local and state land use rules and regulations to permit and encourage efficient neighborhood and economic development in growth areas; and

G. Review and make recommendations regarding options for establishing a state transferable development rights bank.;

Sec. 2. 30-A MRSA §4350, sub-§9, ¶¶H and I are enacted to read:

H.__Conduct a study of methods for redrawing county boundaries.__In the study, the committee shall take into consideration and use as a guide the labor markets, as defined__by the Department of Labor.__Results of the study must be included in the committee report pursuant to paragraph A; and

I.__Conduct a study of the structure of county commissions.__In the study, the committee shall review the mix of at-large commissioners and commissioners for specific districts.__The committee shall also review elected county positions and recommend whether any of those positions should be appointed positions subject to confirmation.__Results of the study must be included in the committee report pursuant to paragraph A.

SUMMARY

This bill adds 2 additional duties to the charge of the Community Preservation Advisory Committee. The committee is directed to conduct a study of methods for redrawing county boundaries and to conduct a study of the structure of county commissions.
