| That the Department of Administrative and Financial Services |
| adopt rules requiring that all state buildings and state- |
| funded buildings be designed and built to standards of energy |
| efficiency that are always at least 30% higher than the |
| minimum efficiency standards required by the current state |
| building energy codes and establishing methods to determine, |
| measure and verify that these heightened standards are being |
| met. |
