| This bill allows municipalities to hire full-time humane law |
| enforcement officers whose responsibilities are investigating |
| and enforcing the animal welfare laws. It allows these |
| officers to serve civil and criminal summons, to make arrests |
| and to carry firearms. Under the bill, the humane law |
| enforcement officers must undergo the same law enforcement |
| training as harbor masters and municipal shellfish |
| conservation wardens. |
